School Hall Application Approved with Conditions

REASON FOR APPROVAL

It is considered that the proposal will be appropriate to the overall appearance of the existing building and will not have any significant adverse impacts on the visual amenities of the surrounding area, on highway safety or on the amenities of the occupiers of neighbouring dwellings. The application is therefore in accordance with the relevant saved policies of the adopted Salisbury District Local Plan.

And subject to the following CONDITIONS:

1. The development hereby permitted shall be begun before the expiration of three years from the date of this permission.

Reason: To comply with the provisions of Section 91 of the Town and Country Planning Act 1990. AS amended by section 51 (1)of the Planning and Compulsory Purchase Act 2004.

2. No development shall commence until samples of the materials to be used in the construction of the external surfaces of the extension hereby permitted have been submitted to and approved in writing by the Local Planning Authority. Development shall be carried out in accordance with the approved details.

Reason: To ensure that the proposed extension will satisfactorily harmonise with the external appearance of the existing building.

3. The trees to be removed as part of the development shall be replaced on a one for one basis in accordance with details which shall be submitted to and approved in writing by the Local Planning Authority before development commences. If within a period of five years from the date of the planting of any tree, that tree, or any tree planted in replacement for it, is removed, uprooted or destroyed or dies another tree of the same species and size as that orignally planted shall be planted at the same place, unless the Local Planning Authority gives it written consent to any variation.

Reason: To ensure the satisfactory establishment of the approved scheme for the landscaping of the site in the interests of visual amentity.

4. Before any development is commenced on the site, including site works of any description, the Beech tree situated on the boundary between the site and Yew Tree Cottage (to the south) shall be protected by a fence, of a type and in a position to be approved by the Local Planning Authority, erected around the tree. Within the area so fenced, the existing ground level shall be neither raised nor lowered and no materials,
temporary buildings, plant, machinery or surplus soil shall be placed or stored thereon. If any trenches for services are required within the fenced areas, they shall be excavated and backfilled by hand and any tree roots encountered with a diameter of 2 inches (50mm) or more shall be left unsevered. (See British Standard BS 5837:2005, entitled 'Trees in relation to construction').

Reason: In the interests of the amenity and the environment of the development.

5. The new school hall shall not be in use between the hours of 22:00 and 07:00 unless otherwise agreed in writing by the Local Planning Authority.

Reason: In the interests of the amenities of neighbouring dwelling[s].

6. Before development commences, details showing the precise location of where the existing mobile classrooms will be moved to during the duration of the construction works shall be submitted to and approved in writing by the Local Planning Authority. These mobile classrooms shall be completely removed from the site when the new classrooms first come into use.

Reason: In the interests of visual amenity.

7. No development shall commence until a dust control scheme has been submitted to and approved by the Local Planning Authority and the development shall not be brought to use until that scheme has been implemented in accordance with the approved details.

Reason: In the interests of the amenities of neighbouring dwelling[s].

8. Construction work shall not begin earlier than 08:00 on any day and must finish by 18:00 Monday to Friday and 13:00 on a Saturday with no construction work taking place on a Sunday or Bank/Public Holidays. If work is to be carried out outside of these times, details shall be submitted to the Local Planning Authority stating when the construction work is to take place and what construction work is to take place. Approval must be granted prior to the commencement of works.

Reason: In the interests of the amenities of neighbouring dwelling[s].
